Germany’s premier international broadcaster Deutsche Welle Saturday afternoon opened the first Deutsche Welle-Point (DW-Punkt) in Nigeria at the Goethe-Institut in Lagos as the Lagos Island was celebrating another cultural ritual of the Adamu Orisha Eyo Festival with white-clad Eyo masquerades parading the streets.

The Deutsche Welle-Point (DW-Punkt) is a multimedia information terminal offering students, journalists and visitors of the Goethe-Institut a unique platform to receive the DW-TV, DW-Radio and DW-World De Live simultaneously on a single monitor and thus bridging the digital communication gap between Nigeria and Germany.

The event was attended by a senior official from the Consulate General of Germany in Nigeria who opened the DW-Punkt, Mahaman Salissou Hamissou and his crew from Radio France Internationale (RFI) among other journalists, students and other invited guests.

WHAT: Two-day workshop on the African Cultural Renaissance and launching of African Cultural Renaissance Campaign for the SADC region. The launch is jointly convened by the African Union Commission and the Government of the Republic of South Africa.

f) Present and discuss cultural continental activities for 2012.


SCOPE OF THE LAUNCH:


The Launch will be conducted as follows:


Part One: Workshop on the Charter for African Cultural Renaissance and Campaign Launch:


3.1 Charter for African Cultural Renaissance


This session will be devoted to the presentation and discussion of the Charter for African Cultural Renaissance to enable participants to engage with this important tool and to become more aware of its potential in order to promote the contribution of culture to socio-economic development;


3.2 Procedures for Ratification of AU Instruments


This session will look closely at legal issues related to the ratification and domestication of the Charter for African Cultural Renaissance;


3.3 Campaign for African Cultural Renaissance


This session will provide an opportunity for participants to know about the AU Campaign for African Cultural Renaissance and its achievements and constraints so far. The Campaign will increase Member States awareness on the potential of the Charter to be used as a tool to promote the Pan-Africanist Spirit and continental integration.


3.4 Dissemination of Assembly Declaration and Decisions and Notes verbal dispatched to Member States


This session will look at the Assembly Declaration on Cultural Renaissance and Shared Values of its 16th Session and 18th Session of the Executive Council Decisions as well as note verbals dispatched to Member States on the above to ensure their implementation at national level.



Part two: Launching of the Campaign


3.5 Ceremony to Unveil the Plate on the Launch of the African Cultural Renaissance Campaign


For the launching of African Cultural Renaissance Campaign for the SADC region, a plate will be unveiled.


PARTICIPANTS WILL INCLUDE THE FOLLOWING:


Participants from the following sectors will be represented at this event:


• Ministries of Culture;

• Cultural Experts;

• Ministries of Justice;

• Ministries of Foreign Affairs;

• African Union Commission – Department of Social Affairs (DSA);

• Legal Counsel Office; and

• UNESCO Regional Offices.


BACKGROUND:

The Charter of the African Cultural Renaissance was formally adopted at the 6th Ordinary Session of the Assembly held in Khartoum, Sudan on 24th January 2006. Since its adoption, the Charter has been ratified by three (3) Member States, Mali, Nigeria and Senegal and signed by twenty (20) Member States. The Charter will come into force immediately upon receipt by the African Union Commission of the instruments of ratification and adhesion from two-thirds of the total membership of the African Union. This slow move towards the ratification of the Charter for African Cultural Renaissance has led the Assembly to renew its determination to ensure that this important Charter enters into force by 2012 through the Campaign for African Cultural Renaissance.


Within the framework of the Campaign for African Cultural Renaissance (2010-2012) the AUC has embarked on a series of activities aimed at popularizing the Charter to ensure its expedious ratification by the Member States. The African Cultural Renaissance Campaign was launched at the continental level during the 3rd Session of the African Union Conference of Ministers of Culture held in Abuja, Nigeria from 25 to 29 October 2010. The campaign is being carried through an interactive programme which includes:


• Advocacy and sensitization activities for the ratification of the Charter;

• Press Releases / Conferences;

• Development of regalia / memorabilia;

• Essay competitions on Pan-Africanism;

• Workshops with the Regional Economic Communities;

• Development of a practical guide for the implementation of the Charter;

• Art Exhibitions and creation of a Cultural Space within the African Union Commission new building which will be a place to display and showcase the diverse cultural artefacts of the Member States;

It is imperative that AU Member States sign, ratify, accede and internalize this cultural legal instrument, as well as report on its implementation at national level. The implementation of the Charter will strengthen our socio-economic, cultural and political rebirth and a re-orientation of the African psyche, leading to a redefinition of Pan-Africanism as well as contribute to the promotion of the role of culture in sustainable development of the continent.

Al Jazeera Uncovers Large-scale Corruption in Timber Export in Sierra Leone




Journalists working for Al Jazeera English have uncovered corruption in the office of Sierra Leone’s Vice-President Samuel Sumana. The detailed undercover investigation features in the documentary Timber!, broadcast at 22h30 GMT on Wednesday 23 November 2011 as part of Al Jazeera’s Africa Investigates series.


Illegal timber export is big business in Sierra Leone

A 2006 European Union report identified logging as the leading cause of environmental degradation in Sierra Leone. According to the Sierra Leone Forestry Ministry, unless immediate action is taken against logging, all of the country’s forests – as well as the many endangered animal and plant species they support – could disappear by 2018. The President, His Excellency Ernest Bai Koroma, has made no secret of his concern about logging and his desire that it should cease. The government of Sierra Leone has officially outlawed the practice several times.



Emmy award-winning Sierra Leonean journalist Sorious Samura discovered illegal felling of rare hard wood in several parts of the country. In a number of meetings with illegal loggers, Samura posed as a businessman interested in illegal timber exporting. Despite laws prohibiting felling of trees without license, he found illicit logging taking place in all the forest areas he visited. He also met local officials all too willing to supply him with illegal wood. In one instance a local Paramount Chief not only offered to sell him several tons of illegally cut wood, but also to introduce Samura to high level contacts within the Sierra Leonean government to help him breach the ban on timber exports.


In the second half of the investigation, Samura¹s colleague, the multiple-award-winning Ghanaian journalist Anas Aremeyaw Anas, visited the Vice-President¹s office undercover. Anas and a colleague, again posing as businessmen, met with His Excellency The Vice-President Samuel Sumana and two of his friends, who claimed to be official advisors.


Later the two men, Alex Mansaray and Momoh Konte, sought and accepted cash payments from the Œbusinessmen¹, which they claimed would help secure the Vice-President¹s support for a timber export business that the undercover reporters wished to establish.


Vice-President Sumana later admitted to Al Jazeera that he knew the men but said their claims to be his advisors were false and that he hadn¹t received any money solicited by them on his behalf.


Of one attempt by Alex Monsaray to extract $50,000 from the undercover team, Vice-President Sumana said, ³Alex was acting solely on his own accord without any prior discussion with me.²


His statement did not explain how Mansaray and Konte came to be using his office to secure bribes in the first place.


Commenting on the outcome of the investigation, Samura said, ³As in many parts of Africa, timber has become the new diamonds. The country¹s forests are at risk of being completely wiped out. For unscrupulous foreign investors their ultimate goal is getting their wood and making maximum profit. For the corrupt Sierra Leoneans, it¹s about lining their pockets without any care for the future consequences for the innocent people who will have to pay the price.²

Founded in 1993, ERA has two key priorities: campaigning to change governmental, nongovernmental and commercial policies that are not in the best interest of local communities, and helping people access the legal system to defend their environmental human rights. ERA has been at the forefront of the Nigeria Extractive Industries Transparency Initiative (NEITI), helping to underscore the need for transparency and accountability in oil revenue management to stem the effects of the "oil curse." By protecting the environment and seeking the democratization of development, ERA is bringing transparency and accountability to bear on Nigeria's political and economic systems. ERA is the Nigerian chapter of Friends of the Earth.

The Nigerian Popular Theatre Alliance (NPTA) has been working throughout Nigeria on good governance issues, including citizen participation and democracy monitoring, since 1999. It emphasizes that for a development project to truly benefit a community, the voices, aspirations and involvement of local people are essential. The Theatre for Development Centre (TFDC) was established as a research and training unit of the alliance in 2000. The center is affiliated with Ahmadu Bello University in Zaria, which played a central role in establishing its approach as an academic field in Nigeria. NPTA is conducting Participatory Governance Training to help women's groups, community-based organizations and local elected officials to promote and demand transparent governance in their communities and states in order to strengthen democratic practice.

UNAMID supports sports competition in North Darfur

In its continued efforts to engage the local community, UNAMID presented today sports equipment to five secondary schools from Abu Shouk, Al Salaam and Zamzam internally displaced persons (IDP) camps in North Darfur, which will participate in the Back to School Tournament. The kits included balls, nets, footwear and clothes for female and male volleyball and football teams.


UNAMID Director of Communications and Public Information Kemal Saiki said that “UNAMID has been very active working for the community, essentially for the youth. We are keen to see the youth engage in activities that promote competition in a peaceful way”.


On behalf of the Principals of the schools and the Umdas (community leaders) from the three camps, Ibrahim Alkheed Shekhadeen, Camp Manager for Abu Shouk and Al Salaam camps, stated that this donation will strengthen relations between the IDP community and the Mission. “We will continue to work with all youth in the camps, by uniting we build peace,” he said.


The tournament which begins on 21 November will run for three weeks between the secondary schools in Abu Shouk, Al Salaam and Zamzam IDP camps.



UNAMID patrols

UNAMID military conducted 139 patrols including routine, short-range, long-range, night and humanitarian escort patrols covering 78 villages and internally displaced persons (IDP) camps. UNAMID Police advisors conducted 101 patrols in villages and IDP camps.
