Rio+20: Opportunity to Fast Track Transition to Green Economy, Lift Millions Out of Poverty / New Report Presents Key Policies and Building Blocks to Unlock Prosperity, Reduce Poverty and Support Environmental Sustainability

RIO DE JANEIRO, June 15, 2012/African Press Organization (APO)/ -- A transition to a green economy could lift millions of people out of poverty and transform the livelihoods of many of the 1.3 billion people earning just US$1.25 a day around the world, but only when supported by strong policies and public- and private-sector investments.

These are the findings of a new report, Building an Inclusive Green Economy for All, launched today at the Rio+20 summit by the Poverty-Environment Partnership (PEP), a network of bilateral aid agencies, development banks, UN agencies and international NGOs. The report finds that many developing and least developed countries are already pursuing a transition towards low-carbon, resource efficient economies.

Scaling-up current examples of the green economy in action – particularly in developing countries - has the potential to deliver a ‘triple bottom line' of job-creating economic growth, environmental sustainability and social inclusion, says the report.

But targeted investments and governance reforms are needed to overcome current barriers that are preventing many poor communities from fully benefiting from a green economy.

The new report finds that many Least Developed Countries, as well as many poor regions of middle income countries, are actually richly endowed with the natural resources that would allow them to build green economies that can sustainably reduce poverty.

“Many least developed and developing countries and communities are seizing the opportunity to bring economy and ecology together in order to generate transformational social outcomes,” said Achim Steiner, UN Under-Secretary General and Executive Director of the UN Environment Programme (UNEP), a PEP member, at the launch of the report in Rio de Janeiro.

“The challenge for world leaders meeting here at Rio+20 is to forge and to back the enabling policies, catalytic financing, and social protection packages in order to fast forward these ambitions and to take them to scale.”

“By embracing an inclusive green economy, leaders in Rio have a rare opportunity to improve the lives of millions of people and usher in a new era of sustainability,” said Manish Bapna, Acting President of the World Resources Institute, which co-ordinated the study.

“Shifting to an inclusive green economy will not happen on its own. It requires smart government policies and strong leadership. This report presents a bold vision for a green economy that can tackle poverty and inequality, and, importantly, it offers concrete and practical building blocks to make this transition.”

The report cites many strong examples of developing countries that are already successfully shifting to a green economy. For example:

•    Ethiopia is developing six wind energy projects and a geothermal project, which will increase the country's capacity by over 1,000 megawatts.

•    Mongolia's first 50 megawatt wind farm is currently under construction and is set to generate an estimated five percent of the county's electricity needs, while reducing air pollution linked with coal-fired generation. Mongolia has the potential to act as a “supergrid” in the region, supplying neighbouring countries with clean energy.

•    In Uganda, the promotion of organic agriculture is helping tens of thousands of farmers to earn up to 300 percent more from certified pineapple, ginger, vanilla and other exports. Globally, the market for organic food products has increased three-fold since 2000.

On the international level, the development of Reduced Emissions from Deforestation and Forest Degradation (REDD or REDD+) also offers potential for poverty eradication if accompanied by rigorous social safeguards especially for local and indigenous people. For example, in Indonesia, a US $1 billion REDD+ investment by Norway has led to a one year moratorium on logging in Kalimantan, has the potential to safeguard 45 percent of the province's forests, while providing new livelihood and income opportunities for local people.

Many low and middle-income countries are rich in resources for ecotourism; a sector that is projected to generate revenues of US $240 billion in 2012. Much of this growth is in developing countries as diverse as Botswana, Belize, Brazil, Costa Rica, Gabon, Kenya and Nepal.

Least developed countries with less developed infrastructure, particularly in urban areas, can benefit from an inclusive green economy with the right enabling policies and targeted international investments in areas from energy efficiency and clean technologies to modern public transportation systems.

Such efforts can also serve to boost the creation of decent, green jobs. In Lagos, Nigeria, public-private partnerships to improve the city's infrastructure, reduce congestion and upgrade slums have helped create around 4,000 environment-related jobs among unemployed youth.

Regarding health, environmental risk factors are the cause of around one-fifth of the total disease burden in developing countries, and a large proportion of childhood deaths.

Many green economy investments have the potential to deliver significant benefits for human health. For example, supporting clean fuels and vehicles will lower greenhouse gas emissions, while also reducing respiratory diseases. Similarly, investing in cleaner energy for households in developing countries, such as through more efficient cookstoves, can reduce dependency on wood fuel and tackle deforestation, while limiting exposure to indoor air pollution.

The report underlines that the private sector, including large multinationals and small- and medium-sized enterprises, along with non-governmental organizations have a key enabling role, too.

For example:

•    Unilever is working in West Africa with 10,500 small-scale farmers to promote allanblackia trees, which produce seeds rich in oil for use in spreads under the brand names Flora and Bercel

•    In Brazil, the cosmetics company Natura has forged partnerships with 26 communities to source new cosmetics, fragrances, and other products under a benefit sharing project that supports the principles of the UNEP-linked Convention on Biological Diversity

•    The Indian-based Jain Irrigation System makes drip and sprinkler irrigation systems while providing markets for farmers' produce. Farmers in parts of India have seen net incomes rise by US $100 to $1,000 a hectare as a result of adopting such systems while also reducing water use and environmental impacts.

“There is strong evidence that a transition to a low-carbon, resource-efficient green economy could hugely benefit the poor while helping preserve vital ecosystem services,” said Johan Kuylenstierna, executive director of the Stockholm Environment Institute, a PEP member and co-author of the report.

“The challenge at Rio+20 is to make strong international commitments that will ensure the green economy can grow and flourish, with both public- and private-sector support. We also need to adopt policies to protect the vulnerable as their economies make this transition, and to ensure that the benefits of the green economy are fairly and equitably distributed.”

“In the Asia-Pacific region, the twin tracks of investing in sustainable inclusive infrastructure and the sustainable management of critical ecosystems to support future economic development can make a huge impact on the welfare of the poor – in both urban and rural settings,” said Bindu N. Lohani, Vice-President for Knowledge Management and Sustainable Development, Asian Development Bank.

“Regional institutions must galvanize efforts by governments to create the right enabling policies and channel financial resources into inclusive green growth - the kind of growth that benefits the developing countries and the poorer members of their populations.”

The report calls on delegates meeting for the Rio+20 Summit to consider “five critical building blocks” towards an inclusive green economy. These can maximize the benefits for the poor of a green economy, and foster a shared policy agenda between developing country governments, developed country partners and other stakeholders.

•    National Economic and Social Policies: Fiscal policies, tax regimes, and ‘green' social protection policies and programmes can strengthen a pro-poor transition;

•    Local Rights and Capacities: Ensuring poor people have rights and tenure over their natural resources backed by the means and the incentives to sustainably manage and benefit from them;

•    Inclusive Green Markets: New business models are needed to build and expand the poor's access to inclusive markets and supply chains for green products and services, together with access to micro-credit and business development services for small and medium-scale enterprises;

•    Harmonized International Policies and Support: Higher-income countries need to provide coherent aid, trade and other policies to enable low-income countries to succeed in a green economy transition; and

•    New Metrics for Measuring Progress: Going beyond the narrowness of GDP to a broader indicator of economic, social and environmental progress and human well-being: this is a key issue on the table at Rio+20.

Bollywood/Africa: A Divorce?

Hollywood, Bollywood, Nollywood: this is a period of major maneuvers between expansionist cinemas. The more Bollywood moves away from the singing-melodramatic masala that made it so great to try to imitate and rival Hollywood formulae, the more the African public prefers Nollywood and its local productions, or the considerably more effective American action movies. And like all audiences in the world, the African public is progressively moving away from cinema to watch mass-broadcast TV serials. And this in a context in which piracy is undermining commercial distribution, which is only still keeping its head above the water in countries with large diasporan communities.

If there is a divorce between Bollywood and Africa, it is ultimately because the African public has lost interest in the films, not because they can't get to see them anymore (piracy has replaced the movie theaters). We would argue that this progressive disaffection reflects the commercial bent of a popular cinema that has thereby distanced itself from its post-colonial pertinence: in addition to the mobilization of a community around a national vision, its conception of the hero and of destiny (cf. Amithab Bachchan) was far superior to the hero in westerns. Its reworking through myths spoke to peoples who still accorded them a place of importance. Sub-Saharan audiences thus now prefer Nigerian videos that explore African societies' concerns (violence, lack of social mobility, lack of State and protection, the burden of obsolete customs, etc.) to recent Bollywood productions, which, as highly professional as they may be, are at times astonishingly dumb. And, in the field of action movies, Hollywood professionalism continues to outstrip the rest of the planet.

It is thus on the ideological terrain and in the autonomy of imaginations that competition lies. We often underestimate the public: it determines its tastes and choices according to what moves it, what deeply animates it. Special effects are only fascinating for a moment. If Bollywood wants to strike up a chord in African hearts again, it no doubt needs to think less of markets and more of its own society's relation to the world.

Immigration officer assaults Nigerian journalist

NEW YORK, June 14, 2012/African Press Organization (APO)/ -- A Nigerian journalist was assaulted by an immigration officer in the capital Abuja Tuesday, according to local journalists and news reports. Joshua Uma, a journalist with the daily Leadership, was on assignment covering a protest by retirees over non-payment of pensions.


An immigration officer identified by his name tag as Akinmodiro and attached to the office of the Pension Reform Task Team had refused to allow Uma and other journalists speak to team officials for their reaction to the pensioners' grievances, according to media reports.


Uma told CPJ he proceeded to write down Akinmodiro's name to put on record the immigration officer's obstructing the journalists. This led to Akinmodiro attacking him, he said.


"The guy came after me from beyond the counter. I tried to restrain him but he grabbed me and started pulling. In the scuffle my wrist watch got cut. He held it and never wanted to give it to me," Uma said.


Nigeria's Immigration Service spokesman, Joachim Olumba, told CPJ the case would be investigated. In a telephone interview with CPJ, the spokesman for the Pension Reform Task Team, Hassan Salihu, said an official apology had been presented to Uma. Although Uma's watch was later returned, the team Chairman Abdulrahman Maina also promised the journalist a new watch, Salihu told CPJ.


"What happened is regrettable. The immigration officer has since been removed from his post to be reposted back to his command," Salihu said.


"We are dismayed by the assault on Joshua Uma but pleased that authorities have responded appropriately," said CPJ Africa Advocacy Coordinator Mohamed Keita. "We urge Nigerian officials to carry out their pledge for an investigation."

With one billion tweets every three days and 1.6 billion search queries everyday, Twitter has more content than Facebook and other social network sites in the world. Twitter Users Have Quadrupled Over Past Two Years

The number of American consumers who use Twitter on a daily bases has risen sharply over the past two years.

According to a recent US survey, the social networking website has experienced an explosion of user interest over the last couple of years and the proportion of online adults who use the site on a daily basis has quadrupled since late 2010.

The study, carried out by Princeton Survey Research Associates International for the Pew Internet and American Life Project, found that the engagement of users has skyrocketed with 8% of the online adult population using it on a typical day.

The number of adults who use the site on a day to day basis has doubled since May 2011 and the research, which involved over 2,000 adults aged 18 and older, suggests that the rise may be due to the rapid spread of smartphones.

What is more, young adults favour the networking platform more so that older adults. Over a quarter of people aged 18-29 use Twitter and 31% of Americans aged 18-24 in contrast to 14% of users aged 30-49 years old.

A statement from Twitter revealed that the number of active users it has was 140 million in March 2012 which is an increase from 100 million in September 2011. The spokesperson said growth is extremely strong and now they experience more than one billion tweets every three days.

The findings can easily be translated to the UK though and in May this year Twitter had 10 million British users. According to the firm, in just 30 days eight million users from the UK accessed the site.

Igbos Cannot Produce The Next President Of Nigeria

It is a political fact that the Igbos cannot produce the next President of Nigeria. Because, they have failed to prove themselves in political leadership since the late Dr. Nnamdi Azikiwe, the first President of Nigeria. And nobody should drop the name of the late Biafran warlord, Ikemba Chukwuemeka Odumegwu Ojukwu on this important topic.
Leading a rebellion is different from leading a nation.
And he even failed at that, because of his poor knowledge of political leadership.


The Right Honourable Dr. Nnamdi Azikiwe was the first President of Nigeria.

Biafra was already oppressing the people from the South-south region even before the second year of the uncivil war. My mother told me how they went on combing raids in Akwa Ibom and the environs to attack those they accused of being saboteaurs. Ojukwu failed to command the respect of non-Igbos in the South-south region. Moreover, corruption was rampant in the Biafran government. Thank God for the divine intervention that ended the ill-fated rebellion.
Only fools go to a war they cannot win.
I am sure Ojukwu never read Sun Tzu's The Art of War.

Presently, there is no Igbo leader that can even command national respect across Nigeria.
They have even failed in the leadership of their fellow Igbos in the South-eastern states.
They have lost their respect and that is why Igbo kidnappers and armed robbers are tormenting their fellow Igbos and even the Lion of Biafra, Ojukwu failed to stop them when he was alive and well.
He retired to his bedroom where he had more command.

The whole region is being governed by under achievers, except for Governor Peter Obi, but he lacks the commanding charisma and power of a political leader. He would have fared better as a commissioner.
Those in the Senate would be better as state governors.
They seemed more interested in their titular roles as local champions.
Dr. Chris Ngige would prefer to be Senate President and that would be the best the Igbos may get in 2015.

Look at the leadership of the so called Movement for the Actualization of the Soveriegn State of Biafra (MASSOB) being harassed like school boys by the Nigerian Army. What the Nigerian Army cannot dare to do to the Niger Delta militants and Boko Haram.
The leader of MASSOB is an apology to political leadership.
He is not even articulate. And he is a lawyer?
He is pathetic.

The truth is bitter.
What does the present state of the South-eastern region speak of the Igbos?
A land of lawlessness of a people without leadership.
Igbos are now producing more kidnappers and armed robbers than political leaders.

Those who can be national leaders are not interested in contesting for the highest office. And the President they claimed to be one of their own Dr. Goodluck Ebele Jonathan has disappointed them all.
He is overwhelmed by the challenges of national leadership he was not prepared for. Thanks to their Boss of all Bosses, Chief Olusegun Obasanjo, who preferred those he could manipulate to succeed him.

The Igbos claim to be hard working and intelligent people, but they are not as smart as the Yorubas.
Aggression is not power, but lack of self-control.
They need to study the political common sense of Senator Bola Tinubu who rose from being an ambitious state governor to the national leader of the Main Opposition.
Tinubu does not boast of intellectual skills or even revolutionary bravery, but he is very smart in political leadership.
I have been watching him for over a decade now and I know him more than he knows me.
Tinubu should write a book on his Political Common Sense.
Nigerians and students of Political Science need to study Tinubu.
He is even faring better than the late Chief Obafemi Awolowo, the greatest political leader of the Yorubas since Oduduwa. Tinubu is the smartest Yoruba political leader since Nigeria became an independent nation.
His protege, Barrister Babatunde Raji Fashola, the present Governor of Lagos State needs to learn more from Tinubu's Political Common Sense.

My reference to Tinubu is for the benefit of the Igbo political leaders who are more politically confused than the Hausa political leaders. But the Hausas can still produce the next President of Nigeria if the Senate President David Mark is not going to contest .

The political leaders of the Igbos need to put their house in order. I recommend that they should study Sun Tzu's "Art of War" and the Political Common Sense of Bola Tinubu and if they like, also read my book on Nigeria, In the House of Dogs which combines lessons from the Holy Bible, The Art of War and 48 Laws of Power to address the situation in Nigeria.

God help the Igbos and God help Nigeria.

Top Bankers honoured during the African Development Annual Meetings

Among those who attended this prestigious pan African event, which for the first time was held under marquees on an open field in the shadow of two of Africa's most magnificent mountains, Mt Meru and Mt Kilimanjo were the Ministers of Finance of Djibouti, Guinea, Rwanda, Senegal, as well as a number of central bank governors and high profile bank CEOs.


As the 450 guests enjoyed their dinner in one of East Africa's most spectacular landscapes, with the world-famous Ngorogoro national park only a few hours drive away, Omar ben Yedder said : We have recognised some superb individuals and institutions tonight. Africa's financial sector is a major vehicle for driving the economic growth that has become the talk of the investor community around the world. We have honoured individuals who are prepared to take the bull by the horn, to carry out well thought out visions and who have raised the bar and in some cases taken difficult decisions to deliver on their agenda. Good examples are the Central Bank Governor of Tunisia and the Finance Minister of Guinea. The winners this year represent a good mix between francophone and Anglophone Africa, big and small countries. They reflect the achievements in banking and finance all over Africa."


Perhaps the most moving episode of the evening came when Ecobank CEO, Arnold Ekpe, now regarded as a living legend among the continent's bankers, was presented with the Lifetime Achievement Award by the founder and chairman of IC Publications, (publisher of African Banker), Afif Ben Yedder. Ekpe was given a standing ovation. Ecobank had more reason to celebrate the evening, when the Togo based African multinational beat a very strong challenge to emerge as the Bank of the Year.


There were more cheers when Ethiopia's Dr Eleni Gabre-Mahdin, founder and managing director of the Ethiopia Commodity Exchange was named as this year's African Banker Icon. She follows in the footsteps of Ngozi Okonjo-Iweala and Adebayo Ogunlesi who were previous winners.


Olusegun Agbaje, Managing Director of Guaranty Trust Bank, Nigeria scooped the prize for African Banker of the year. He was presented with his Trophy by Tim Turner, Director of the Private Sector Operations of the African Development Bank at the picturesque Frangipani Gardens, where the Awards ceremony took place.


The Best Regional Bank winners from each of the five regions of Africa were: Attijariwafa Bank, Morocco for North Africa; BGFI, Gabon for Central Africa; Bank of Kigali, Rwanda for East Africa; Access Bank, Nigeria for West Africa; and BCI, Mozambique for Southern Africa- thus highlighting Africa's diversity but strength as one continent.

President Jonathan, Our Rescue/Aviation System Failed!

The reports are always the same with residents and neighbors in emergency matters, serving as rescue hands in plane crashes, and helping victims despite the dangerous situations.

This civilian effort is becoming all too common as emergency officials like the fire, police and other rescue officials are usually helpless in the face of lack of adequate equipment, poor water supply and the presence of unmanageable fire trucks.
In fact many of our fire stations are not in good working conditions resulting in rapid spread of fire, thereby making survival of lives and properties almost impossible.

As in the case of retired Deputy Inspector General of Police, John Haruna and his team, the men of the Plateau State Fire Service in charge of the area of the crash site reportedly were helpless to Haruna and others as they could be heard screaming for help inside the burning plane. There was no water in the fire service tanks. This was just a few months ago.

By the time another fire service in the Jos area came to the crash site, the wicked and the raging fire had consumed the victims to the point of demise.

In the same vein, reports from witnesses in the case of Prof. Celestine Onwuliri and 152 others in the Dana airplane crash in Lagos revealed similar helplessness in the initial response of the government’s rescue team; and it could be possible that some of the occupants were also screaming for help. But with a national rescue team known for its lack of promptness and equipment, death came too soon to all of the 153 occupants, including Prof. Onwuliri whose body reportedly was with no burns and had his Rosary in his hand.

In other words, Prof Onwuliri and others watched death in the face, as it took them out through the burring flame—only if our fire and other rescue services were healthy many of them could have survived.

Like the case of DIG Haruna, it was the neighbors who attempted to do their best initially but helplessly.

President Jonathan , there is something wrong in all of these gross stupidities; especially for a nation reportedly standing well economically per your Democracy day speech, yet we are unable to provide basic and adequate rescue amenities to the people.

Mr. President, our disaster management and aviation systems are so lacking that precious lives are being wasted ‘just like that’ and nothing seems to happen to those in charge who appear to discharge many of these services with indifference, negligence and feelings of being untouchable.
Mr. President, in recent time money has been poured into the rescue operations and aviation management but as usual someone or a few top officials as a result of ingrained corruption, deep seated greed and profound self-centeredness will let needed services die even if it is at the expense of the lives of innocent men, women and children.

Mr. President, these mannerisms are utterly unfair and change the course now for the sake of the perished which included those parents on the ground whose three children were searching for hopelessly.

Mr. President, take an aggressive stand for the sake of those four Nigerian-American children from West Hartford, Connecticut which included 5-months old Noah, Kaiyen and Kaima, 1-year-old twins; and 3-year-old Kamsi and their parents.

Mr.President, Prof. Onwuliri and four of his colleagues from the National Universities Commission were on official duties when death consumed them ‘just like that’ by an airplane known to have been certified by our aviation experts!
As you know Sir, Deputy Inspector General of Police Haruna and his co-occupants were pushed to quick death, and they were also on official duties.

Mr. President, from the point of psychology, many of our heads of agencies appear to be suffering from chronic and gross misconduct, and they always get away with these transgressions as they can easily find a way to make the ‘system’ work for them through many others of the same unwholesome mentality.

In a healthy society, by now those heads and officials that were in charge of certifying a plane like the Dana one, and those in charge of rescue services would by now be on immediate suspension while the case is being investigated; and at the same time they will be required to take series of psychological test as in personality and intellectual functioning evaluations, for the purpose of fitness of duty or continued leadership.

Unfortunately in our country where anything goes these rescue heads and aviation heads will concern themselves more with their personal survival than anything else. President, tell Nigerians not this time!

Mr. President, as a practicing clinical/forensic psychologist, unless we start some type of objective psychological cleansing in regards to staff and heads, successfully going through a series of psychological testing for the purpose of measuring their mental health, judgment, insight, alertness and problem solving skills; we will remain where we are now or even worse.

The Psychological testing will single out troubled staff or leaders that need rehabilitation or removal, and such test should be routine and recurrent. And this type of testing is not the same thing as psychiatric testing which is more about medication-based mental health assessment and treatment. The Psychological testing is essential as it would specifically help unearth these unusual careless and indifferent behaviors as well as uncover self-aggrandizement behaviors.
Mr. President, it is frustrating that basic amenities like water, well-stocked/equipped fire stations and proper rescue/emergency equipment, and transparent quality control/record management in aviation communications are still substandard.

Mr. President, the level of response to emergency situations will change heavily with psychologically, ethically and rightful-minded workers and heads.
Sir, do this on behalf of those who continue to lose their lives through burning houses, businesses, vehicles and airplanes in order to drastically reduce these noted harms. Enough is enough!

President Jonathan Cannot Win Another Presidential Election Even Today

Judging by the current affairs in Nigeria, President G.E. Jonathan cannot win another presidential election even if it is done today, because he has disappointed majority of those who voted for him over a year ago, especially the youths.

The transformation he promised them is ironically turning into "transdeformation".
More youths are jobless.
Corruption increased with his election.
Oil theft and fuel subsidy scams increased since his election.
Insecurity worsened since his election not only in the northern states, but also in his native Niger Delta region that his wife feels safer in Lagos than in Bayelsa. She loves the peaceful ambiance of the ACN state than even Abuja or Port Harcourt. She sleeps better in Lagos than in Abuja. In fact, she is impressed by how Governor Babatunde Raji Fashola is directing the affairs of Lagos State even with the daily influx of thousands of Nigerians relocating from her own backward state and other violent states to the mega city of "Eko O ni Baje".
Lagos is better, healthier, safer and wealthier than Abuja and every other state in Nigeria. Of course, the governor of Lagos State has more credibility to win a presidential election than the president who should have been left to prove himself in the management of his small Bayelsa State for four years before being given the Herculean task of the biggest black nation on earth.
He was not prepared for the bigger challenges of being the head of state of Nigeria which only military rulers have been able to do since independence.

The worst Islamic rebellion in Nigeria happened during a civilian head of state Alhaji Shehu Shagari in the early 1980s, so whatever political badluck President Goodluck is having now has nothing to do with the fact of him being a Christian from the southern region, because the Islamic terrorism in Nigeria began when Nigeria had a Muslim President from the northern region until it was stopped by a military head of state until it returned again when another Muslim President Alhaji Umaru Yar' Adua was elected.

It is important to state these facts of history for the education of President Goodluck Ebele Jonathan and the legions of ignorant tribalism-driven i-d-iots and fake Christians from the south-south and southern eastern region who have poor knowledge of the political history of Nigeria since majority of them have failed to read and the evil and wicked politicians and their errand boys continue to lie to them and mislead them in tribal conceit and political deceit to exploit their perpetual ignorance to rig and win electoral contests.

What we are seeing now are the nightmares of an incompetent president of a corrupt government that has failed woefully to direct the affairs of Nigeria after using his tribal conceit and political deceit to fool the ignorant electorate in the last presidential election.
