Africa opens another chapter in fight against human trafficking

ADDIS ABABA, March 25, 2010/African Press Organization (APO)/ -- Africa has launched a new two-pronged campaign to operationalise its four-year old continental instrument to address the challenges of trafficking in persons, particularly women and children through regional workshops and the launching of the African Union's Initiative against Trafficking (AU.COMMIT) in the Regional Economic Communities (REC”s). The latest initiative, a joint programme of the African Union, ECOWAS, the International Organisation on Migration (IOM) and the UN Office for Drugs and Crime (UNODC), would develop a road map for implementing the Ouagadougou Action Plan agreed by the African Union in 2006.

“The workshop is of critical importance to countries of Africa and to the Regional Economic Communities (REC's) considering that it is the second in a series of planned launches of the COMMIT campaign that has the critical goal of aligning the Ouagadougou Action Plan with those of the various REC's,” ECOWAS President Ambassador Victor Gbeho said in a message to the workshop and launching for West Africa on Wednesday, 24th March 2010 at the ECOWAS Commission in Abuja, Nigeria.

The Ouagadougou Action Plan prioritizes a host of activities for implementation, reflecting the dimensions of the scourge in the areas of prevention, creating awareness, victim protection and assistance, instituting an appropriate legal regime, policy development, law enforcement, cooperation and coordination.

“Exploitation lies at the centre of the concept of trafficking in persons,” Ambassador Gheho said in a message read by Commissioner Adrienne Diop to the 60 participants at the three-day workshop, blaming “certain social and economic realities” for this burgeoning criminal enterprise, particularly the “widespread poverty, unemployment, conflicts, political oppression and insecurity.”

The AU's Commissioner for Social Affairs, Bience Gawanas said the enactment of instruments such as the Trafficking in Persons Protocol and the Ouagadougou Action Plan have served to galvanise member states, resulting in a virtual doubling of the number of states that have enacted anti-trafficking legislation between 2003 and 2008.

These instruments, she further said, have contributed to securing more convictions of traffickers and the rescue of an increasing number of victims and blamed the uncoordinated and slow criminal justice response system as well as the vulnerable economic environment and volatile political situations for the increasing number of trafficked persons. In her speech, the UN Special Reporter on Trafficking in Persons, Joy Ezeilo warned that the current global economic crunch could ‘exacerbate the desperation and the quest for human security, survival and development that fuels the trafficking in persons.'

“Trafficking for exploitation is more likely to escalate particularly during this global economic crisis and increasing poverty caused by massive unemployment and the employer's tendency to use cheap labour in order to cut costs and maximize profits,” she told the participants.

In order to address this aspect, the UN official called for training for labour inspectors to enable them to appreciate the interface between migration and trafficking and to enhance the mechanism for the identification of trafficked persons in exploitative and mixed migration situations.

While taking measures to address the root causes, she said “innovative approaches” were needed to combat the huge problem of human trafficking through the synergy of international, regional and national strategies that will address all the dimensions of the scourge.

Furthermore, she urged AU Member States to urgently adopt national work plans, establish an agency or institution specifically with responsibility of coordinating action on human trafficking, and appoint a national reporter to oversee the progress and fast track data collection and ensure proper coordination of anti trafficking efforts. In order to address the cross border dimensions of the challenge and secure the welfare of the victims, she stressed the need to partner with other regions and regional institutions such as the League of Arab States and countries in the Middle East to protect and promote the well-being of trafficking victims.

In opening the workshop, Nigeria's solicitor general said the country had demonstrated its commitment to domesticate relevant international instruments against trafficking in persons by enacting a local legislation that was signed into law in 2003, making the country one of the few in the world with specific national legislations against the activities of human traffickers.

Specifically, he said the establishment of the National Agency for the Prohibition of Traffic in Persons and other Related Matters in August 2003 represents a “strong demonstration of the government's resolve to protect vulnerable citizens, especially women and children to secure the future of our youths.”

In January 2007, the African Union through its Executive Council Decision endorsed the Ouagadougou Action Plan to Combat Trafficking in Human Beings, Especially Women and Children. The decision called upon the Chairperson of the AU Commission in collaboration with IOM and other partners to advocate for the implementation of the Action Plan.

Moreover, it urged the Commission and the IOM to assist Member States with the development and implementation of sound migration policies aimed at addressing this scourge. Under the Ouagadougou plan, the Chairperson of the African Union Commission is required to file periodic reports on the status of implementation of the plan. In addition, it called on the international community to continue providing assistance towards the attainment of the objectives contained in the Ouagadougou Action Plan.

Environment Health and Safety Regulations on the Rise in Africa

BRUSSELS and WASHINGTON, April 14, 2011 /PRNewswire/ -- Enhesa presented a webinar in March on the explosion of EHS regulations throughout Africa. As a result of increasing opportunities for investment, many companies have decided to open facilities in African countries. Over 250 EHS professionals from a broad spectrum of industries attended the webinar. Participants were asked to complete an on-line questionnaire. Overwhelmingly the main concerns of attendees were understanding regulations and creating a culture that cared about EHS issues.

Enhesa unveiled its EHS Regulatory and Enforcement Matrix. In order to comprehensively understand the developments and trends of EHS requirements in Africa, consultants analyzed the number of EHS issues regulated, whether there are effective EHS enforcement measures in place, powers of enforcement authorities, and powers of internal EHS positions. It revealed that countries such as Botswana and Kenya lack regulations and enforcement, while Ghana and Morocco have regulations but little enforcement. While South Africa has the strongest regulation and enforcement capabilities amongst African countries; Algeria and Nigeria are not far behind.

Enhesa also highlighted the major trends in the environmental, health and safety and products areas.

Environmental: Experiencing the fastest rate growth, the strengthening environmental framework often results in direct requirements for a facility and fines, shut-downs, and clean-up costs for a non-compliant company.

Health and Safety: Due to a rising awareness of poor labor conditions, health and safety requirements are increasing. Non compliance can result in court cases, punitive damages, and compensation payouts. Countries in Africa will continue to take the first steps to implement requirements of the Globally Harmonized System (GHS).

Products: Product related requirements are being established, albeit at a slower pace. Non-compliance can result in fines, failure to pass customs, and product recalls.

Economic growth will continue throughout Africa providing opportunities for companies to expand and move operations into Africa. A company can expect African countries to strengthen EHS regulatory frameworks, which will differ from the typical U.S. and European approach.

Professor Amos Sawyer arrives Abuja to lead ECOWAS observers to Nigeria's presidential election


ABUJA, April 14, 2011/African Press Organization (APO)/ -- The former President of the Interim Government of Liberia and Head of the ECOWAS Election Observation Mission to Nigeria's 16th April 2011 presidential polls, Professor Amos Sawyer, has arrived Abuja, the Nigerian capital, to lead 300 regional observers who are being deployed to the six geo-political zones of the country to observe the election.

Members of the Mission include ECOWAS Ambassadors, representatives of the ECOWAS Council of the Wise, representatives of civil society organizations, the ECOWAS Parliament and Court of Justice, electoral experts as well as representatives of electoral commissions from the 15 Member States.

Professor Sawyer who will be joined on Election Day by the President of the ECOWAS Commission, Ambassador James Victor Gbeho, was part of the ECOWAS Observer Mission to the 2008 general elections in Ghana. He led the organization's pre-election fact-finding mission to Ghana in October 2008.

Under its Supplementary Protocol on Democracy and Good Governance, ECOWAS is required to dispatch fact-finding and observer missions to Member States conducting presidential elections as part of its determination to ensure democratic convergence across West Africa.

These missions also enable ECOWAS to determine appropriate assistance to be rendered to such States in order to ensure the conduct of free, transparent and credible elections in the region.

A campaign group canvassing for voters to support President Goodluck Jonathan offered bribe via text message to the Publisher/Editor of Nigerians Report to vote for their presidential candidate and ask others to vote for him. But he rejected their bribe.

Many people are being offered different forms of bribe in cash and kind to vote for Mr. Goodluck Jonathan in the presidential election on Saturday April 16, 2011.

Some were offered recharge cards of N500 to N1, 500 to vote for him.

The corrupt and desperate ruling People's Democratic Party (PDP) is using political bribery to compel Nigerian voters to vote for their presidential candidate.

The corrupt PDP has billions of dollars to use to bribe millions of voters to vote for President Goodluck Jonathan and political bribery is a criminal offense and an electoral malpractice that is another form of rigging an election.

Hiring Managers love Thank-You Note after Job Interviews



More Than One-in-Five Hiring Managers Say They Are Less Likely to Hire a Candidate Who Didn't Send a Thank-You Note, Finds New CareerBuilder Survey

CHICAGO, April 14, 2011 /PRNewswire/ -- Job seekers who are not following proper etiquette are hurting their chances of landing a job, even if they may be a good fit for the position. More than one-in-five (22 percent) hiring managers say they are less likely to hire a candidate if they don't send a thank-you note after an interview, according to new data released by CareerBuilder. Of those who would dismiss a candidate for the faux pas, 86 percent say it shows a lack of follow-through and an additional 56 percent say it sends the message that they aren't really serious about the opportunity. This national survey was conducted among more than 2,800 U.S. employers between February 21 and March 10, 2011.

What's best, regular mail or email? The majority (89 percent) of hiring managers say it is okay to send a thank-you note in the form of an email, with half saying it is actually the way they prefer to receive them. When it comes to industries, the bulk of IT hiring managers say they prefer to receive email thank-you notes more than any other industry surveyed, while the majority of those in the financial services say it's not preferred, but still okay.

"While the job market has begun to move in the right direction, competition continues to remain high for open positions and job seekers need to stay on their toes," said Rosemary Haefner, vice president of human resources for CareerBuilder. "Employers not only expect thank-you notes, but cover letters as well. Approximately one-third of hiring managers say a lack of cover letter will likely result in them not considering a candidate for their open position."

Once they have read a candidate's cover letter, seven-in-ten hiring managers say they prefer to see a career summary at the top of a resume instead of an objective and, more than half (57 percent) think a resume should be two pages long. When asked what catches their eye the most on a resume, hiring managers said:

Bulleted list of accomplishments (51 percent)
Career summary at the top (40 percent)
Relevant key words (39 percent)
Resume that is customized to the open position (36 percent)

"One-in-five hiring managers say they spend 30 seconds or less looking at a resume, so all your communications need to be professional and to the point," added Haefner. Other job search correspondence tips include:

Cover Letter

Your cover letter is your golden opportunity to make a strong first impression that will entice employers to want to know you better. Make sure it paints a more thorough picture of your educational and work-related background; the cover letter is where you can bring your specific experiences to life.

Resume

Always assume your resume will be scanned by a computer. Companies both large and small are using keyword-search software in their hiring processes these days, so it's important to make sure you always send out a search-ready resume.

Prove it! Don't just explain what you did at your last job, but how you did it and what impact it had on the company's bottom line. The more quantifiable results you can highlight, the better.

Thank-you note

Repeat, repeat, repeat. While a lot of what you include in your thank-you note may seem repetitive, restate your enthusiasm about the job and your qualifications for the position. Include any interesting topic that may have come up during the interview.

Cover all your bases. If you interviewed with more than one hiring manager, send a thank-you note to each person.

Art, People and Freedom: Artocracy in Tunisia

The First Community Action from JR’s InsideOut Project is Unveiled

Paris, France (April 14, 2011) /PRNewswire/ — In early March, the artist and TED Prize winner JR announced his wish to turn the world “Inside Out.” Through his InsideOut Project, JR invited people around the globe to share a photo portrait – along with a statement about what they stand for – and paste thepictures in their communities. A group of photographers and organizers in Tunisia were the first to participate in an InsideOut community project, which they named Artocracy.




Through Artocracy, six Tunisian photographers – joined by JR and his team – traveled the country in late March to take pictures and display images of more than 100 Tunisians who represent the nation’s incredible diversity: men and women of every age, profession, cultural background, and geographic location.

“For the first large street exhibition in a new Arab democracy, the pasting promised to be surprising and the confrontation with art not always simple,” said JR. “There is nothing better to understand the weight of traditions, and the willingness to change them, than to post big portraits in the symbolic places of the revolution.”



Artocracy in Tunisia is an art project initiated by Slim Zeghal and Marco Berrebi, created with a group of Tunisian photographers that include Sophia Baraket, Rania Dourai, Wissal Dargueche, Aziz Tnani, Hichem Drissand Héla Ammar.

The team of photographers and pasters spent the first day in La Goulette and the second in Tunis, where the pictures were taken down. The group then moved on to Sidi Bouzid, an isolated region where the revolution began, to work with those who helped start the revolution.

From there the team traveled to Sfax, Sidi Bouzid, and Le Kram where they met with men and women to discuss the InsideOut Project, raise objections, and eventually paste photos and share the concept with neighbors.

“This project gave hope that Tunisia will become a country as open to art as Spain after Franco or Berlin after the wall was taken down,” said JR.
About the InsideOut Project

JR’s TED Prize wish was the InsideOut Project. Using black and white photographic portraits, people can reveal personal – and perhaps untold – stories, beliefs, and convictions. By visiting www.insideoutproject.net, individuals can take a photo portrait of someone whose story they want to tell, including themselves.

After uploading the picture, along with a supporting personal statement (which can be submitted in any language), users will be mailed a poster of their portrait and asked to paste it in their local community – whether as a solitary image in an office window, among other portraits on the wall of an abandoned building, or in a full stadium. The team behind the InsideOutProject also helps connect participants who want to organize community pastings, which will be documented, archived and viewable virtually. Artocracy was the first community organized InsideOut project.

LAS VEGAS, April 13, 2011 /PRNewswire/ -- Billboard released the finalists for the 2011 Billboard Music Awards today at a press conference in Las Vegas. The winners will be announced at the Billboard Music Awards show airing on ABC on Sunday, May 22nd at 8-11 PM ET/PT. The awards show will take place at the MGM Grand Garden Arena in Las Vegas, Nevada in partnership with Chevrolet, and the Las Vegas Convention and Visitors Authority (LVCVA). This is the first year that ABC will broadcast the event.



Rihanna takes the lead as a finalist in 18 award categories including Top Artist, Top Female Artist, Top 100 Artist, Top R&B Artist, Top Dance/Electronic Artist, Top Radio Songs Artist, Top Digital Songs Artist, Top Digital Media Artist, Top Social Artist and Top Streaming Artist. Her collaboration with Eminem places "Love the Way You Lie" as a contender in six song categories. Eminem is a finalist in 16 award categories including Top Artist, Top Male Artist, Top Billboard 200 Artist, Top Digital Songs Artist, Top Social Artist, Top Streaming Artist Top Digital Media Artist and Top Rap Artist.



Lady Gaga follows with 12 categories including three albums all competing for the award of Top Dance/Electronic Album: "The Fame," "The Fame Monster" and "The Remix." "The Fame" is also a finalist for Top Pop Album.

Bruno Mars and Justin Bieber are fan favorites, each earning 11 categories and competing for Top New Artist and Top Male Artist. Additionally, Billboard editors identified three bands from six regions of the U.S. based on a variety of factors, including Heat Score, a formula that measures online fan engagement and drives Billboard's Uncharted chart of emerging artists. Through a contest called "Cruze-ing To Vegas" sponsored by Chevrolet, consumers cast over 217,000 votes, narrowing the competition down to one band from each region. These final six group favorites will each receive the keys to a Chevrolet Cruze for a road trip that will take them from their home base to Las Vegas.

A camera crew will follow each of the bands and will document their journey as they play gigs along the way, rock out to the Cruze's standard XM radio, and engage with fans online and in person. The six bands will communicate with their fans while on the road through blogging, tweeting and by creating and sharing playlists, building a viral audience and improving their social Heat Score, one of the many goals as they set their sights on Las Vegas. All six of the bands will arrive at Fremont Street in Las Vegas on May 18th to compete in the ultimate battle of the bands. The winning band will then be honored as the "Dreamseeker Artist of the Year" at the 2011 Billboard Music Awards.
