GENEVA, June 22, 2012/African Press Organization (APO)/ -- IOM and the Nigeria Immigration Service (NIS) are training 21 immigration officials to establish a National Intelligence Unit at the NIS HQ in the capital Abuja.
The two-week programme, which ends today, is part of a USD 12.7 million European Union-funded IOM project: "Promoting Better Management of Migration in Nigeria."
It addressed a range of intelligence issues facing the NIS, including interview techniques, briefing and debriefing, investigation and case management, as well as the development of a National Intelligence Model for Nigeria.
"The Nigeria Immigration Service sees the development of a National Intelligence Unit as crucial in achieving its identified targets. The training for the Unit provided by IOM is a substantial step in its development," said the Head of the Unit, Mr. Ubi Ikpi Nkanu.
In the coming months, IOM will also equip the Unit with computers, software and relevant training to allow the Unit to process raw information and develop intelligence packages for dissemination to appropriate Nigerian law enforcement agencies.
Nigeria became an IOM member state in 2002 and experiences widespread irregular migration. It is also a source, transit and destination country for women and children subjected to forced labour and sex trafficking, according to the US State Department's 2011 Trafficking in Persons (TiP) Report.
The NIS and IOM anticipate that that the National Intelligence Unit will introduce a more coherent approach to information and intelligence gathering needed to combat trafficking in Nigeria.
As the NIS is also responsible for issuing passports, relevant information processed and intelligence generated by the Unit is also expected to help to ensure that the integrity of the passport issuance process is not compromised.

Delivery of Judgment in the matter of Femi Falana v. the African Union
ADDIS ABABA, June 21, 2012/African Press Organization (APO)/ -- On 26 June 2012, the African Court on Human and Peoples' Rights will deliver at its seat in Arusha (Tanzania) a Judgment in respect of the Case of Femi Falana v. The African Union (Application 001/2011), concerning the validity of Article 34 (6) of the Protocol to the African Charter on Human and Peoples Rights on the Establishment of an African
Court on Human and Peoples' Rights.
The Applicant, Mr. Femi Falana, a Nigerian-based lawyer, filed his application with the African Court in February 2011, alleging that he has made several attempts to get the Federal Republic of Nigeria to deposit the declaration required under Article 34 (6) of the
Protocol to the African Charter on Human and People's Rights on the Establishment of an
African Court on Human and Peoples' Rights to no avail. He alleges further that he has been denied access to the African Court because of the failure or refusal of Nigeria to make the declaration allowing Nigerian individuals and NGOs to bring their cases directly before the African Court. He submits that since his efforts to have Nigeria make the declaration failed, he decided to file an application against the African Union, as a representative of its Member States.
In his application Femi Falana asks the Court to find Article 34(6) of the Protocol establishing the Court illegal, null and void as it is inconsistent with Articles 1, 2, 7, 13, 26 and 66 of the African Charter on Human and Peoples' Rights. According to him, the requirement for a State to make a declaration, in addition to the ratification of the Protocol establishing the Court, to allow its citizens and Non-Governmental Organizations to directly institute cases before the Court is a violation of human rights.
The Respondent, the African Union, disputes the allegations of the Applicant and maintains that the African Union is neither a party to the African Charter on Human and Peoples' Rights, nor to the Protocol establishing the Court. The Respondent further submits that the African Union is not the legal representative of its Members which are sovereign States. For that reason, the Respondent submits, the Court has no competence to decide the matter and argues that the application is inadmissible because the Respondent is not a party to the African Charter and/or the Protocol establishing the Court. The Respondent adds that the Applicant has not even exhausted local remedies before bringing his case before the African Court. The Respondent also maintains that the obligations of State Parties to the African Charter and the Protocol establishing the Court cannot be inferred on the African Union and are only applicable to State Parties thereto.
The Application was lodged with the Court on 20 February 2011 and communicated to the Respondent and to the AU Member States on 28 March 2011. The Court examined the
Application and both the Respondents' response and the Applicant's reply in September
2011 and decided that written submissions on the matter were closed. The parties were called for a public hearing where they presented their oral arguments on 22nd and 23rd March 2012.
In this case, the Applicant represented himself and the Respondent was represented by Advocate Bahame T. Nyanduga assisted by officers from the Office of the Legal Counsel of the African Union Commission. The judgment will be delivered in a public hearing on 26 June 2012, at 10:00 am (East-African Time) at the Court's premises in Arusha, Tanzania.

With Or Without Obamacare, The United States Will Need 5.6 Million More Healthcare Workers By 2020, Georgetown University Study Says
Study also finds that 4.6 Million of Those Jobs Will Demand Postsecondary Education
WASHINGTON, June 21, 2012 /PRNewswire-USNewswire/ -- The healthcare demand will grow twice as fast as the national economy over the next eight years, creating 5.6 million new jobs according to a study released today by the Georgetown University Center on Education and the Workforce.
Work in the healthcare industry is supported by people in a host of related jobs, such as hospital accountants, pharmaceutical sales representatives, doctor's office secretaries and the like. If you include all of these behind-the-scenes players, the healthcare industry will grow from 15.6 million jobs in 2010 to 19.8 million jobs in 2020 - 13% of all jobs. By 2020 we will be spending 1 out of every 5 dollars we earn on healthcare.
The demand for postsecondary education in healthcare will grow faster than in any other field except STEM (Science, Technology, Engineering, and Mathematics) and Education occupations, the study shows. A total of 82 percent of those 5.6 million new healthcare jobs—4.6 million--will require postsecondary education and training.
"In healthcare, there are really two labor markets: professional and support," said Anthony P. Carnevale, the Center's director and the report's lead author. Professional jobs demand postsecondary training and advanced degrees while support jobs demand high school and some college. There is "minimal mobility" between the two, he added, "and the pay gap is enormous: The average professional worker makes 2.5 times as much as the average support worker."
Among the study's other major findings:
Healthcare successfully competes for science and engineering talent . Because healthcare, science, and technology fields tend to require similar skills, healthcare programs at the associate and bachelor's level are often an appealing alternative for science and engineering students.
Though healthcare and STEM skills are similar, healthcare reflects distinctly different work interests and values . People in healthcare jobs tend to value forming social bonds, while people who gravitate to STEM occupations place a greater emphasis on achievement and independence.
Upskilling in nursing is growing especially fast. In 1980, 37 percent of entry-level registered nurses had at least an associate's degree; by 2008, that figure had increased to 80 percent.
Rising bachelor degree requirements in nursing is crowding out disadvantaged minorities. A total of 51 percent of White nurses under 40 years old have bachelor's degrees, compared to only 46 percent of Hispanics and 44 percent of African American nurses.
Healthcare has the largest number and proportion of foreign-born and foreign-trained workers in the U.S. Among healthcare workers 22 percent are foreign born, compared to 13 percent of all workers nationally. Most foreign-born nurses come from the Philippines, India and China.
Of all occupations, doctors and physicians are the highest income earners in the country and tend to come from mostly affluent backgrounds.

It is always with excitement and anticipation that we present our programme to the public … and wait with bated breath for your reaction. We continuously strive to surpass our past successes, despite the many constraints we work within.
Our small team of reviewers scoured through 487 entries to compile a programme of 29 international and 22 SA films. We are proud to present the 2012 line up of the last year's most compelling documentaries; award-winners, festival darlings, SA world premières and fresh student films.
The continuous support of the National Film and Video Foundation has provided a life line to the Festival for the past 7 years. Their mandate to local film festivals is instrumental to audience growth and the continuation of our development programmes.
Through further partnerships and funders, we have succeeded in organising the most interesting and enlightening industry programme: three master classes and presentations, a SAGE editing seminar, and two Can't Just Fold Your Arms panel discussions.
Son of our soil and South Africa's first Oscar winner Jon Blair is presenting some of his works as part of a special focus. Blair will host an informative master class based on his extensive experience as a director and producer.
A collaboration with UCT will ensure that this is a not-to-be-missed event.
Dr Mitzi Goldman will use her 20 years of experience to provide practical tips on storytelling and fundraising in her master class.
Eminent American filmmaker and innovator Tiffany Shlain joins us courtesy of the American Film Showcase, presenting her stunning film Connected: An Autoblogography about Love, Death and Technology as well as an intriguing presentation on "cloud filmmaking".
We are pleased to announce a partnership with Al Jazeera this year. The award-winning international news channel with a wide global reach is presenting a special focus of their investigative films, as well as hosting a presentation to the industry. Of particular interest to local filmmakers is the channel's bold programming of African news stories.
We welcome the 23 South African filmmakers whose films are presented this year. We also warmly welcome the 5 international guests who travelled of their own account, and through the support of Embassies and Consulates.
It is only through the courageous and unflinching eye of the documentary filmmaker that the stories behind the news can be told. We are looking forward to interesting interactions with you during the many Q&A's planned.

Their support has ensured that we do not forgo great films, due to high screening fee costs.
