Seattle, WA, October 21 /PRNewswire/ — On this year’s World Polio Day (October 24, 2011), the Bill & Melinda Gates Foundation and a global community of partners are calling for increased commitment and greater accountability from political leaders to end polio, and for supporters around the world to lend their voices to the fight.


Bill Gates signs the pledge to eradicate polio during the Town Hall meeting with local government representatives and traditional leaders in the Presidential Lodge at Kebbi 27 September 2011.

Today, the world is 99 percent of the way there. But recent outbreaks in places like China and Chad, as well as persistent challenges in Nigeria and Pakistan, remind us that if there is polio anywhere, there is a risk of polio everywhere.

AU Peace and Security Council Ten-Point Communique On Situation in Libya

Libya / Communique of the 297th meeting of the AU Peace and Security Council

ADDIS ABABA, October 21, 2011/African Press Organization (APO)/ -- The Peace and Security Council of the Africa Union (AU), at its 297th meeting held on 20 October 2011, adopted the following decision on the situation in Libya:


Council,


1. Takes note of the communication made by the Commission on the latest developments in Libya;


2. Recalls all its earlier communiqués on the situation in Libya, as well as the communiqué adopted by the AU High‐Level ad hoc Committee on Libya, at its meeting held in Pretoria, South Africa, on 14 September 2011, and the statement made by the Chair of the Union, President Teodoro Obiang Nguema Mbasogo, at the UN‐sponsored High‐Level meeting on Libya held in New York, on 20 September 2011;


3. Further recalls the assurances formally provided to the AU by the leadership of the National Transitional Council (NTC) of Libya, stressing: (i) its strategic commitment to the African continent, (ii) its commitment to give priority to national unity and to bring together all Libyan stakeholders, without any exception, to rebuild the country, and (iii) its commitment to protect all foreign workers within Libya, including the African migrant workers;


4. Decides, in view of the above and taking into account the uniqueness of the situation in Libya and the exceptional circumstances surrounding it, and without prejudice to the relevant AU instruments, to authorize the current authorities in Libya to occupy the seat of Libya in the AU and its organs;


5. Authorizes the Chairperson of the Commission to take the required steps for the early establishment of an AU Liaison Office in Tripoli, to be headed by a Special Representative, to assist, in cooperation with the United Nations, the League of Arab States and other stakeholders, in the efforts aimed at stabilizing the situation in Libya, promoting national reconciliation and inclusivity and facilitating the transition process towards democratic institutions, building on the relevant provisions of the AU Roadmap;


6. Reiterates the AU's deep concern with the proliferation of weapons originating from Libyan military depots and their impact on regional security and stability, notes with satisfaction the growing realization, within the international community, of the gravity of the threat thus posed, and requests the Commission to work with the United Nations and all countries concerned and relevant partners towards the early convening of a regional conference in order to facilitate regional coordination and cooperation and related efforts;


7. Urges the Libyan authorities to spare no efforts in ensuring the safety and security of the African migrant workers, and appeals to the member states and partners to cooperate with the Commission towards the early holding of a pledging conference to mobilize resources for the socio‐economic reintegration of the migrant workers into their countries of origin;

8. Takes note of the provisions of resolution 2009 (2011), and requests the United Nations Security Council to lift the measures imposed with respect to the no‐fly zone and ban on flights and to terminate the authorization given to member States in this respect, bearing in mind the very purpose for which resolution 1973 (2011) was adopted;


9. Requests the Chairperson of the Commission to submit regular reports on the evolution of the situation in Libya;


10. Decides to remain actively seized of the matter.

Half of Americans Do Not Believe President Obama Will be Re-elected

NEW YORK, Oct. 20, 2011 /PRNewswire/ -- One year from now the country will be in the final days of the 2012 presidential campaign. Most likely the final debates will have been held and the two candidates will be on their final campaign trips wooing undecided voters. President Obama will be trying to move on to a second term and one of the Republicans will be trying to stop that. However, the President is heading into this year-long campaign with only one-third of Americans (33%) giving the job he is doing positive ratings while two-thirds (67%) give him negative marks. This is almost unchanged from last month when 32% gave him positive ratings and 68% gave him negative ones.

These are some of the results of The Harris Poll of 2,463 adults surveyed online between October 10 and 17, 2011 by Harris Interactive.

Only one, Jimmy Carter had lower ratings with 25% of Americans giving him positive marks while three-quarters (74%) gave him negative ratings.

Today marks the end of the 42-year reign of the Qadhafi regime. Libya now closes a painful and tragic chapter and starts a new one based on national reconciliation, justice, respect for human rights and the rule of law.


At this historic moment I call upon the people of Libya to come together, as they can only realize the promise of the future through national unity and reconciliation.


I pay tribute to the Libyan people for their steadfastness and courage through all the pain they endured. I convey the condolences of the United Nations to the families of those who gave their lives in a struggle for freedom. This is the time for healing and rebuilding, and not for revenge.
