IMF Staff Concludes 2014 Article IV Mission to Nigeria

WASHINGTON, 19 December 2014 / PRN Africa / -- An International Monetary Fund mission led by Gene Leon visited Abuja and Lagos December 1−15 to hold discussions for the 2014 Article IV consultation. Discussions focused on policies to addressing near-term vulnerabilities and reforms over the medium-term to address the authorities' strategic objectives of macroeconomic stability, sustained inclusive growth, and a reduction in poverty and inequality.

At the conclusion of the mission, Mr. Leon issued the following statement:

“We have held very useful and frank discussions with the authorities. Nigeria, like other oil-exporting countries, is facing a sharp fall in the price of oil (a primary source of foreign exchange and fiscal revenue) and increased risk aversion by international investors, who remain uncertain about the future of oil prices.

“The authorities fully recognize the implications of this exogenous shock. They have already taken bold measures to counteract lower oil receipts, pressure on the naira, and a fall in reserves, and expressed their intent to pursue macroeconomic stability, based on assessments of credible scenarios that reflect downside risks. The fiscal authorities have tabled a tighter budget for 2015, revising the 2015−17 Medium Term Expenditure Framework (MTEF) to better reflect the latest developments in oil prices and proposing measures to increase non-oil revenue. In addition, the Monetary Policy Committee adjusted the exchange rate by -8 percent (from N155/$ to N168/$), widened the currency band, and increased the monetary policy rate by 100 basis points and the cash reserve requirement on private sector deposits from 15 percent to 20 percent. Fund staff has supported these measures, noting that the authorities should remain ready, given the fluid global situation, to manage downside risks if they materialize. In addition, there are Nigeria-specific risks related to continuing security-related issues and uncertainty ahead of general elections.

“Nigeria's economy has continued to grow strongly in 2014. Real Gross Domestic Product (GDP) grew by 6.1 percent in the third quarter of 2014 (compared to third quarter 2013), supported by robust performances in the non-oil economy (agriculture, trade, and services). Inflation continued to decline for the third month in a row, registering 7.9 percent for end-November 2014, from lower food inflation. Despite lower oil production in 2014 (compared to budget), the overall fiscal balance is expected to be broadly on target (1 percent deficit) and the non-oil primary deficit to improve, but the current account surplus is projected to decline to about 2.4 percent of GDP and reserves to fall to about $35 bn at end−2014 (5.6 months of imports of goods and services).

“Growth is expected to decline in 2015 to about 5 percent. The magnitude of the adverse oil price shock (projected at about 25 percent for 2015) will sharply reduce fiscal revenues and limit fiscal spending. However, the overall impact on non-oil sector GDP will be relatively muted, because of limited direct channels from the oil sector. Further, the non-oil sector is expected to remain the main driver of growth over the medium term. Similarly, the depreciation of the exchange rate is expected to increase inflation, reflecting pass-through effects of higher domestic prices for imports, but the effect is likely to be contained, in part owing to lower food prices from increased local production of staple food crops.

“Nigeria remains vulnerable to oil price volatility and global financial developments. The measures already taken by the authorities demonstrate their commitment to macroeconomic stability. However, fiscal and external buffers are low and there is less policy space for maneuvering, compared to the onset of the 2008-09 financial crisis – the Excess Crude Account (ECA) in 2008 was $21 bn compared to $3bn now, while gross international reserves was $52 bn. Further, the exigencies of public financial management apply equally to all tiers of government: although the focus has been on the response of the federal government, lower oil receipts, low internal generated revenues, and a constrained ability to reduce recurrent expenditure could have a significant impact on delivery of social services by state and local governments, suggest the need for robust risk management frameworks across all tiers of government.

“Rebuilding buffers, especially the ECA, is a necessity for addressing future shocks. Capital outflows have continued and, with lower oil receipts, have led to sustained pressure on the naira. The authorities have reaffirmed their willingness to implement appropriate measures to manage risks. Despite the tightly managed official exchange rate, the interbank foreign exchange market and bureau de change rates have been trading at significant premia over the official Dutch auction rate, producing market distortions and contributing to inflation.

“The longer-term challenge, however, is to successfully put the economy on a path to lower oil-dependency and a diversified and competitive investment-driven non-oil sector. In that regard, staff is supportive of the authorities' ongoing efforts to promote targeted and core infrastructure (in power, integrated transport network, aviation); reduce business environment costs and encourage high value-chain sectors (agriculture); promote employment of youth and female populations, and advance human capital development (health and education).

“Given the developments in the oil markets, the authorities have embarked on initiatives to diversify revenue sources, address the cost of governance (an opportunity cost to capital and social investment), improve efficiency of public sector service delivery, galvanize public financial management reforms, and improve effective capacity at the state and local tiers of government. Also, they are mobilizing non-oil revenue by improving tax administration (achieving almost double the target for 2014), and intend to undertake tax reform and lower leakages (through a rationalization of waivers and exemptions). It is important that these continue. Despite the outlook, Nigeria could surmount its challenges, especially if a national spirit of burden sharing and rebuilding together is actively embraced.

“During our visit, the team met with Finance Minister and Coordinating Minister of the Economy Ngozi Okonjo-Iweala, Central Bank of Nigeria Governor Godwin Emefiele, Minister of Agriculture Akinwunmi Adesina, Chief Economic Advisor to the President Nwanze Okidegbe, senior government officials, and representatives of the private sector. The team would like to thank the authorities for the high quality and openness of the discussions and for their hospitality.”

StandUpForNigeria Launches #EmptyPlate to Remember Victims of Terrorism

LAGOS, Nigeria, December 17, 2014 /PRNewswire/ --
This Saturday marks 250 days since 276 girls were taken from their school in the Nigerian town of Chibok by Boko Haram terrorists. Some 219 are still missing and Boko Haram claim to have 'married them off'. For a while, the hashtag #BringBackOurGirls was everywhere.  However, there is a danger that the world is forgetting their plight, and those of others who have been captured, tortured and murdered by Boko Haram.

     (Logo: http://photos.prnewswire.com/prnh/20141217/721111 )

That is why the StandUpForNigeria campaign (recently endorsed by ex-Nigerian Head of State General Gowon and Andrew Rosindell MP, a member of the British Parliament's Foreign Affairs Select Committee) is calling on Nigeria's friends of all faiths throughout the world  to set an extra place at the dinner table this Christmas, with an empty plate to remember those who are missed by their families.
Yemi Moyegun, campaign spokesperson;

"We ask everyone enjoying a family Christmas to lay an empty plate at the table and share a picture with the hashtag #EmptyPlate to spread awareness not only of the Chibok girls, but of the thousands of Nigerians who are not with their families this Christmas.

"The Chibok kidnapping is just part of a larger story. Boko Haram is an Islamist extremist group sharing the same ideology as Al-Qaeda and Islamic State. The effects of its insurgency in Nigeria have been as terrible as the havoc being wrought in Iraq and Syria."

Tens of thousands of Nigerians have been killed since 2009, and millions displaced. In 2014 things have taken a turn for the worse. At least 46 schoolboys were killed by a suicide bomber at a school assembly in Potiskum, Yobe state in November, and more than 150 people were killed in a dawn raid by Boko Haram on Damaturu, also in Yobe, on Monday 1st December. These add up to hundreds more empty places at tables across Nigeria.

The #EmptyPlate campaign also highlights the lack of help Nigeria has had from the international community in its time of need. StandUpForNigeria calls on Nigeria's friends and allies to do more to help defeat Boko Haram and bring home as many missing loved ones as possible.

StandUpForNigeria is a non-partisan youth initiative uniting Nigerians and the world against the terrorist insurgency of Boko Haram.

Nigeria Does Not Belong To Any Political Party, Sect or Tribe.

Let us stop fooling ourselves in fallacy and hypocrisy, because we cannot fool God.
The best place to pray for Nigeria is in Nigeria.
What God wants from Nigerians for His divine intervention to save our nation from collapse and destruction is REPENTANCE and not useless religious pilgrimages to Jerusalem or Mecca.
Until both the 70 men of God and the rest of Nigerians REPENT, their prayers will not be answered.
The prayer of a sinner is an abomination unto God.
The only prayer God wants to hear from a sinner is the prayer of REPENTANCE.

Men of God who refuse to say the TRUTH to President Goodluck Jonathan and other political office holders and political office title chasers are liars and their worst enemies, because whosoever lies to you is not your friend, but the enemy of your progress.
Kneeling down and prostrating before the altar without REPENTANCE is hypocrisy of mere eye service and lip service that may fool the whole world, but cannot fool God who knows every secret sin in the closet of every President, governor, legislator, senator, minister, DG, commissioner, local government chairman or chairwoman and Councillor.
Has President Goodluck Jonathan being honest to Nigerians on his number of wives and mothers of his children?
We know the facts and figures on the family of General Muhammadu Buhari (retd), but we don't know the facts and figures on the family of President Goodluck Jonathan.

Lack of honesty and transparency caused the insurgency destroying thousands of innocent lives and millions of valuable properties in Nigeria.
The innocent blood of every victim of the insurgents is on the head of President Goodluck Jonathan and General Muhammadu Buhari (retd) and every other politician, cleric and accomplice who are playing their political game of death with the innocent lives of millions of Nigeria.
None of them shall escape the judgment and wrath of God when the time comes.
And millions of those who are supporting them without telling them the truth will not be spared.

Nigeria does not belong to any political party, sect or tribe.
Nigeria belongs to God, because it is written:

1. The earth is the Lord's, and the fulness thereof; the world, and they that dwell therein.

2 For he hath founded it upon the seas, and established it upon the floods.
~ Psalm 24 King James Version (KJV)

Voters Are Going To Sell their Votes in 2015 Elections in Nigeria

 Nigerian voters.

As we have witnessed at the primaries of the ruling People's Democratic Party (PDP) and the main opposition party All Progressives Congress (APC) that contesting political aspirants paid for the votes of the delegates to win their nominations. And this is the handwriting on the wall of what will dictate the vote of every voter in the 2015 elections, from the poorest of the poor masses on the street to the richest of the rich among the ruling class in the penthouse.
Votes will be for sale to the highest bidders. And majority of the voters are the poor masses who have been left poor and powerless by the 15 years maladministration of the government of the ruling party in one of the most corrupt countries in the world where political bribery and banditry rule the outcomes of elections at all levels.

As any discerning literate person can see, the PDP is desperate to win the 2015 presidential elections at all costs and by all means to escape from being probed and prosecuted by an APC government led by an anti-corruption crusader who many not be a saint, but is more honest and transparent than the incumbent president; and he has scores to settle.

When the moderately honest and transparent Muslim, Mallam Umaru Musa Yar'Adua (16 August 1951 – 5 May 2010) was the President and 13th Head of State of Nigeria, I called him "Ali Baba and the 40 Thieves" in my commentary on his government, because he was actually a God fearing pious leader surrounded by a cabal of desperate and greedy political contractors of the unscrupulous ruling class. And when he passed on, they popped champagne from the Niger Delta to Abuja; the gangsters controlling the illegal oil bunkering in the creeks of the Niger Delta and their partners in crime; the moguls who control questionable oil blocks. And they are now in both the ruling PDP and opposing APC. But majority of them are in the PDP and they don't want to lose their million dollar Oil Prospecting Licenses and the so called Amnesty militants who don't want their million dollar deals to end in 2015. So, they have amassed million dollars to pay for millions of votes even if they will cost N5,000 per vote.
The voters are going to be bribed before they leave for the polling centers. And there is nothing the Independent National Electoral Commission (INEC) can do to stop them since they are not going to disrupt the voting process at the polling units.

Other forms of political bribes are already surfacing as countdown to the 2015 elections begins with distributions and donations of different provisions and allocations of amenities.

The political moguls and their goons don't care even if there is chaos as long as they can get away with their electoral malpractices and win the crucial elections to keep them in control of the government in power and maintain their ruthless capitalist status quo.
They are going to make sure that the majority of the voters are poorer and hungrier so that even selling their votes for as cheap N500 per vote will be attractive. As they reckon that beggars have no choice.
Imagine how many votes N1 billion can buy at N1, 000 per vote.
Do the math.
The rest as they say is history.

Three Categories of the Major Critics of Muhammadu Buhari

Asiwaju Bola Ahmed Tinubu, National Leader of the All Progressives Congress (APC), General Muhammadu Buhari (retd) and Chief Bisi Akande, former Interim National Chairman of the APC.

The major critics of General Muhammadu Buhari (retd), the Presidential Candidate of the All Progressives Congress (APC) fall into three categories.

1. Tribal and religious bigots from the south east and south-south who hate the political dominance and leadership of the Hausas in the political history of Nigeria since 1960 to date.

2. cynical and skeptical Nigerians who don't like his impeccable incorruptible personality and lifestyle and

3. Intellectually ignorant and retarded Nigerians who don't know the facts of the political history of Nigeria.
