False Alarm of Pirate Attack By Motor Tanker HEROIC IDUN and Her Subsequent Arrest at Equatorial Guinea

 17 August 2022.

FALSE ALARM OF PIRATE ATTACK BY MOTOR TANKER HEROIC IDUN (IMO: 9858058) AND HER SUBSEQUENT ARREST AT EQUATORIAL GUINEA: A SIGN OF RENEWED COOPERATION AND COLLABORATION BETWEEN GULF OF GUINEA NATION

On Sunday 7 August 2022, personnel of the Nigerian Navy on routine patrol had observed and reported the suspicious presence of Motor Tanker (MT) HEROIC IDUN in Akpo Oil Field, Deep Offshore Bonny. The Very Large Crude Carrier (VLCC) with IMO Number: 9858058 is a 336 metre long tanker with carrying capacity of 299,995 MT. It is reportedly owned by Hunter Tankers AS, domiciled in Scandinavia, Norway, but operated by Trafigura Maritime Logistics situated in the Netherlands. The vessel had arrived the Total Safe Anchorage (SA) operated by Akpo Oil Field for loading operations but was interrogated by the Nigerian Navy and later observed to be without NNPC due clearance for the loading operations. Notwithstanding, MT HEROIC IDUN proceeded for the loading operation at the Akpo Single Buoy Mooring (SBM) on 8 August 2022.

Having not produced her NNPC clearance papers for the loading operation, MT HEROIC IDUN was stopped from proceeding further by Nigerian Navy Ship GONGOLA. The Captain of MT HEROIC IDUN then revealed that he was instructed by his ship’s agent, Messrs Inchape Shipping (owners of IDUN Maritime Limited) not to obey any directive from the Nigerian Navy. The VLCC subsequently resisted arrest when ordered to stop by NNS GONGOLA and the supertanker escaped towards the Nigeria – Sao Tome Joint Development Zone Area. In a bid to be mischievous and justify her escape, MT HEROIC IDUN reported her encounter with NNS GONGOLA as a sea robbery/pirate attack on various international maritime security watch platforms. This false alarm of sea robbery/pirate attack was also revealed and refuted by the Head of the Regional Centre for Maritime Security for West Africa, Abidjan, Rear Admiral Istifanus Albarra who mentioned that, ‘on 9 August 2022, the Regional Centre (CRESMAO) received a report from the Multinational Maritime Coordination Centre (MMCC) Zone E on an attempted boarding of a Tanker between 10 to 15 Nautical Mile (Nm) of Akpo oil field in Nigeria. The Vessel, a Marshall Island registered VLCC HEROIC IDUNIN (IMO 98580581) entered Nigerian waters with the intention to load crude oil from the Akpo offshore oil terminal. Upon the receipt of intelligence that the vessel did not have necessary approval to load crude oil from the terminal, the Nigerian Navy dispatched a vessel to go and investigate. Investigation through radio communication with the vessel, revealed that the Tanker did not have the appropriate documentation for the intended purpose.’

The Head of CRESMAO confirmed that the Captain of the Tanker refused to cooperate and rather altered course towards Sao-Tome and Principe and later deliberately raised false alarm to the International Maritime Bureau (IMB) that she was under pirate attack. This information was subsequently broadcasted by IMB to the relevant international authorities and stakeholders. The Admiral noted that, “arising from the foregoing, it is very important that incidences, especially of piracy reported by vessels needs to be crossed checked with the relevant authorities (particularly the Yaounde Architecture) to authenticate the veracity or otherwise before broadcast. This is in order not to raise false alarms especially at this time when the Gulf of Guinea maritime domain has recorded a drastic reduction in maritime incidences as compared to 2 years ago. IMB therefore is entreated to cancel this alert broadcast, coordinate with the appropriate authorities and put out the right information”.

As a demonstration of the renewed cooperation and collaboration among the Gulf of Guinea nations, the Nigerian Navy welcomed with much satisfaction, the news of the arrest of MT HEROIC IDUN by the Equatorial-Guinean Navy (EGN) on 12 

August 2022 barely 4 days after the supertanker assumed she had evaded arrest by the Nigerian Navy and also made false alarm of a sea robbery/pirate attack that never happened. “Equatorial Guinea stopped the MV HEROIC IDUN on the afternoon of 12 August 2022, offshore the Island of Annobon,” according to Vice President Teodoro Nguema Obiang Mangue. The EGN escorted the vessel to Luba, arriving on 13 August 2022.

This occurrence reaffirms the renewed regional commitment, collaboration and coordination toward a safe and secured Gulf of Guinea maritime domain that will ensure the development of a sustainable blue economy, as well as the realisation of the goals of the Yaoundé Architecture. It is also a strong warning to criminals, their sponsors and connivers that the Nigerian Navy will leave no stone unturned in ensuring the safety and security of Nigeria’s Maritime Environment (NME) as well as the observance of due process and extant regulations by all maritime stakeholders within the NME.

The Heroic Rescue of Nue Swift

A Nigerian- Flagged Surfer Crew Boat, called Nue Swift, was heroically rescued on the 5th of July 2022 by a Nigerian Navy warship, Nigerian Navy Ship (NNS) Okpabana. Nue Swift with International Maritime Organisation (IMO) Number 006050675, is a crew boat owned by Nue Offshore Limited, used to ferry oil workers between terminals, vessels and other installations. 

On the 4th of July 2022, the Nue Swift, under command of Captain Loveday Amakiri left Warri port for Single Buoy Mooring (SBM3) at Bonny. The boat with a crew of 5 Nigerians experienced total machinery failure, and ended up drifting. The Chief Engineer made spirited efforts to rectify the faults to no avail. The crew endured being at the mercy of the rough weather, associated with the rainy season which peaked at Sea State 4. The crew made several distress calls, but received no response. After several hours drifting on the high seas, the crew's distress call received a response from NNS Okpabana. The warship requested the location of the Nue Swift and asked for details of the crew. 

The rescue was eventually executed at about 2pm on 5th July 2022 and the crew of Nue Swift were relieved after their 32 hour ordeal of being in distress. The warship towed the Nue Swift all the way from the point of rescue to the Bonny anchorage area. The crew were subjected to medical evaluation and counselling by the Navy medical team. The next morning, the boat and its crew were handed over to the Navy’s Forward Operations Base at Bonny, from where the company’s representatives came to receive them on the 6th July 2022. 

Commanded by Navy Captain Oluseyi Oladipo, NNS Okpabana is a 115 metre long vessel donated to the Nigerian Navy by the United States Government in 2014.  The ship used to be known as United States Coast Guard Cutter Gallatin. NNS Okpabana, which is the sister ship of NNS Thunder, has been involved in several operational missions in and around the Gulf of Guinea. Notably, in 2016, NNS Okpabana rescued a merchant ship, MT Maximus, from pirates who had hijacked her and taken her to Sao Tome and Principe waters.

Nigerian Maritime Administration and Safety Agency (NIMASA) represents Nigeria at the IMO and coordinates all Flag State actions including Maritime Search and Rescue. To enhance efficiency, NIMASA enjoys a robust working partnership with the Nigerian Navy. This partnership needs to be leveraged in order to enhance maritime search and rescue in Nigeria.

Niger Delta crisis from 2003 and overtaken by the Boko Haram insurgency since 2009 to date.

Nigeria is still under construction for the nation building of a New Nigeria.

In 2006, Obi made a declarative statement that education is not for the poor. He forced Anambra secondary school students to pay three terms (first, second and third term) school fees at once. While Obi gloated about savings, there is no signature project to remember his regime except that his regime took the first position among all states in Nigeria in the democratisation of poverty – mass impoverishment of the people of Anambra. According to the National Bureau of Statistics, poverty rose under his watch in Anambra from 20% in 2004 (lowest in Nigeria then) to 68% in 2010 (a 238% deterioration).” — an excerpt from Soludo’s article “…Beyond The Elections”, published in 2015.

Many of the underprivileged girls and boys who dropped out of school in Anambra State ended up on the streets from Anambra to Lagos, hawking puff-puff and groundnuts and as housemaids and houseboys.

Peter Obi and the Demographics of Nigerian Politics

Peter Obi, the presidential candidate of the dysfunctional Labour Party (LP) and his "Obidients" are currently the most popular Nigerians on the internet and many of the "Obidients" have become cyber bullies on Twitter, Facebook and Nairaland attacking and insulting the presidential candidates of the other political parties in some of the worst derogatory terms of vitriol, including libellous defamation of the character of Asiwaju Bola Ahmed Tinubu, presidential candidate of the national ruling party, All Progressives Congress (APC).

Majority of the "Obidients" are ignorant of the nuances of intellectual discourse and ignorant of the intricacies of ethnicity in the demographics of Nigerian politics since the Independence of Nigeria on October 1, 1960 from the colonial rule of the British Empire and the consequences which caused the first Nigerian civil war between the Federal Republic of Nigeria and the secessionists Republic of Biafra in the south eastern region of the Igbo tribe from 1967-1970. Majority of the "Obidients" were born after the gruesome war.

The majority of the Igbo youths have become passionate about the restoration of Biafra as an independent sovereignty and joined the vanguard of the secessionist groups of the Movement for the Actualization of the Sovereign State of Biafra (MASSOB) and IndigenousPeople of Biafra (IPOB), because they believe the Igbo tribe will be better and greater as an independent nation. Since the civil war, nobody of the Igbo tribe has become the Head of State of Nigeria either in the military regimes or civilian administrations. They have accused the political leadership of the country by the Hausas, Fulanis and Yorubas of deliberately disallowing the Igbos from the leadership of the executive arm of the government of Nigeria.  Both the past national ruling party, People's Democratic Party (PDP) and the present national ruling party, All Progressives Congress (APC) have only chosen Yoruba and Hausa Fulani presidential candidates who became elected Presidents of Nigeria, except only Dr. Goodluck Ebele Jonathan who succeeded the late President Umaru Yar'Adua as acting President from  February 9, 2010 –  May 5, 2010 and duly elected President in the 2011 presidential election, the first person from the south-south region to become the President and Head of State of the Federal Republic of Nigeria until he was defeated in the 2015 presidential election by retired Major-General Muhammadu Buhari, the presidential candidate of the APC.

Majority of the Igbo voters voted for Jonathan, because of their ethnic relationship with his own ethnic group of the Ijaw tribe.

To majority of the Igbos, Peter Obi can become attractive to majority of the voters of Ijaw tribe and the rest of the ethnic groups in the south-south region. But they have Governor of Delta State, Ifeanyichukwu Arthur Okowa who is Ika Igbo as the running mate of Alhaji Atiku Abubakar, the presidential candidate of the PDP who they will prefer to see as the Vice President of Nigeria if they win the 2023 presidential election. 

The fact is majority of non-Igbos will not vote for Peter Obi to be elected as the President of Nigeria, because due to ingrained ethnic malice and prejudice, they don't like the Igbos who actually maltreated them during the civil war and are their political rivals in the leadership of Nigeria. 

There are over 370 ethnic groups and over 500 languages in the country. The major ethnic groups are: Hausa (25%) Yoruba (21%) Ijaw (1.8%) Igbo (18%) Ibibio (3.5%) Tiv (2.4%) Fulani (6%) Kanuri (3%) Others (19.3%).

Without the support of the majority of the non-Igbo tribes and ethnic groups, Peter Obi cannot win the presidential election in 2023.
