In deadly Mogadishu blast, 10 journalists wounded
NEW YORK, April 5, 2012/African Press Organization (APO)/ -- At least 10 journalists were reported injured, several of them seriously, when a bomb ripped through Somalia's newly reopened national theater in Mogadishu, local journalists told CPJ. The blast, for which the militant insurgent group Al-Shabaab took responsibility, killed several people, including two of the nation's top sports officials, news reports said.
The attack came five minutes into a speech by Prime Minister Abdiwelli Mohamed at a ceremony marking the anniversary of Somali National Television. Witnesses said they believed a suicide bomber had carried out the attack, but Al-Shabaab said it had planted the explosives in advance, The New York Times reported.
"It was awful. People were running in all directions in stunned panic," one journalist told CPJ. The journalist, among a group of reporters covering the ceremony, noted that the blast came "just as things seemed to be getting better" in Mogadishu, an appraisal born in part by the theater's reopening last month two decades after it closed amid the nation's violent upheaval.
The blast killed Aden Yabarow Wiish, president of the Somali Olympic Committee, and Said Mohamed Nur, chief of the country's football federation, according to news reports. Several others were reported dead.
Initial reports said at least four journalists suffered serious injuries and were being treated at hospitals in the capital. Local journalists told CPJ that Said Shire Warsame of Shabelle TV sustained burns across his body, while Radio Kulmiye reporter Ahmed Ali Kahiye suffered internal bleeding. Ayaan Abdullahi of S24 TV suffered head, stomach and leg injuries, they said, while Somali Channel TV reporter Hamdi Mohamed Hassan sustained head and leg injuries.
Deeqa Mohamed of state-run Radio Mogadishu suffered shrapnel wounds, local journalists told CPJ. Five other journalists were also reported injured: Mohamed Noor Mohamed Sharif of UN-backed Radio Bar-kulan, Somali National Television staffers Mikail Hassan Ali and Abdulkadir Mohamed Hassan, and freelance journalists Suleiman Sheikh Ismail and Mulki Hassan Haile.
"Despite reports of improving conditions in Mogadishu, this attack shows that civilians, including journalists, remain exceedingly vulnerable," said CPJ East Africa Consultant Tom Rhodes. "Somalia remains the region's most dangerous nation for the press."
The re-emergence of sports and other forms of entertainment, including the reopening of the national theater, had been seen as evidence of improvement after government and African Union forces ousted Al-Shabaab from the capital last year.
In Mogadishu and elsewhere in Somalia, Al-Shabaab has continued its attacks on civilians, including journalists. In 2012, militants are believed responsible for the killings of journalists Ali Ahmed Abdi in Galkayo and Abukar Hassan Mohamoud in Mogadishu, and the non-fatal shooting of Moyhadin Hassan in Mogadishu. Somalia is Africa's most dangerous country for the press, according to CPJ research.

The systemic collapse of Nigerian education is no longer news, but from being bad, it is now becoming worse with the recurrent rampant cases of examination malpractices reported at all levels.
The prevailing culture of impunity of the corrupt ruling class is now exhibited by majority of Nigerian children in secondary and tertiary institutions with mass failures recorded in the prerequisite examinations. The most shocking were the last results of the Unified Tertiary Matriculation Examinations (UTME) of 2012. Only 3 candidates of the total 1, 503, 931 who sat for the UTME scored 300 and above! So, the remaining 1, 503, 928 scored less than 300!
The question is why did the students from the so called elitist private schools where prohibitive fees are paid fail to score up to 300?
What happened to their so called world class standards and first class tutors?
Why did they fail to excel and prove that they are better than the public schools?
So, why should these private schools be charging hundred of thousands to even one million naira as annual school fees when they cannot guarantee the success of their students?
Why should parents spend a million naira on the secondary school fees of their child and the child fails to pass the ordinary matriculation examinations in Nigeria?
Therefore they have been ripped off by these private schools. What an open scam?
The fact is these private schools have failed woefully to produce brilliant students and scholars, because majority of their teachers are not certified and qualified to teach!
Instead of producing brilliant whiz kids of scholarship, these dubious private schools are producing whiz kids of hip hop and pornography.

These private schools cannot afford world class teachers who are not even available in Nigeria, because the local colleges of education have also collapsed and cannot produce good teachers for Nigerian pupils and students. Majority of the students in the colleges of education were those who failed to gain admission into the polytechnics and universities and their last resort was to go the colleges of education. Moreover, most of them cheated to pass their secondary school certificate examinations before they could gain admission into the colleges of education. Now these students driven by desperation and frustration into the colleges of education would later graduate and get employed by majority of the private schools to teach innocent children of ignorant parents who are hoodwinked and swindled by the proprietors of the private schools to pay exorbitant school fees for what they think is world class secondary school education by operators of private schools who have lied and tricked them by fishing in the troubled waters of the systemic collapse of modern education in Nigeria.

What is going on in private schools in Nigeria is a racket! It another 419 scam by another lunatic fringe of criminally minded Nigerians exploring various get-rich-quick scams to rob the ignorant masses who are always on the receiving end of every corrupt and incompetent administration in Nigeria.
Investigations have shown that majority of the owners of these private schools are the same criminals in the corridors of power and their accomplices in the private sector who have been scamming the Nigerian government and private sector for years and after misappropriating public funds and looting the treasury, they have used their stolen funds to establish private schools and other private ventures to further cheat and exploit the ignorant masses in Nigeria.
They have embezzled the revenue allocations for the ministry of education and deprived the schools of funding for infrastructure and scholarship and as they have caused the collapse of the public schools, they now set up their own private schools to fish in the troubled waters of the victims of their corruption. And in most cases, they don’t even invest in the colleges of education where the majority of their teachers will come from!
The fundamental issues of the private schools scam in Nigeria have already been addressed in my book In the House of Dogs and The Guardian newspaper of Nigeria published a very important extract on January 1, 2012, and the issue of the rot in Nigerian education was clearly noted. Therefore, there is no need for further hue and cry over this well known national disgrace of education in our contemporary policy, but to address it legally and prosecute these criminals who are masquerading as educationists and stakeholders in the development of modern education in Nigeria.

Plea Bargaining: Nigerian Corruption Convicts as Psychological Cases

I think public perception is that plea-bargain has been used not to meet the ends of justice but to protect the big men in our midst, who have committed crimes far more heinous than those awaiting trials in our prisons.

Corruption Convicts as Psychological Cases Through The Use of Plea Bargaining

As an expert in forensic psychology it is essential to quickly point out that in researching the current controversies surrounding plea bargaining in Nigeria the constitutionality of plea bargaining is yet to be established in our federal system of justice.
By every standard plea bargaining is odd to the Nigerian legal system as our system of jurisprudence is rooted in the English common law.
Like many things in Nigeria persons, agencies or institutions sometimes covertly make their own “laws” then run their offices with the belief that their creations like the plea bargaining concept is part of the law of the land.
Currently in Nigeria, as pointed out by the Senate President David Mark, plea bargaining should not be used to protect any bad wealthy men and women in Nigeria.
In the same vein, the Chief Justice of Nigeria (CJN), Justice Dahiru Musdapher condemns the unusual leniency that comes with plea-bargaining, an arrangement that is clearly outside the nation’s constitutional or legal system.
But this was not the case of the United States of America, where the system of plea bargaining was legally born 131 years ago and became established constitutionally in 1970 in the Brady v. United States.
In a society with highly functional judiciary, adequate judicial record keeping, efficient policing, and non-corrupt judges plea bargaining becomes very vital. In America, plea bargaining forms about 90% of all criminal convictions and the agreed plea bargaining arrangements cannot be altered once they receive approval from the courts.
In America, plea bargaining as an arrangement in criminal courts helps a person admits to being guilty of a lesser crime in the hope of receiving less severe sentence for a more serious offence and help manage the court cases better.
The American legal system also makes extensive use of plea bargaining in the disposition of offenders deemed to be mentally ill in regards to temporary insanity postures.
A plea bargaining practice that could pass into the cases of many high profile corruption offenders with unbelievable amount of billion naira scam.; an amount of money that that the individual can never fully consumed in his or her life time—a possible sign of psychological abnormality!
If the concept of plea bargaining is going to be continuously taking place in our courtrooms until it gains constitutional blessing, it should be used selectively as with offenders with bizarre financial behaviors. All federal and state courts should consider using plea bargaining in proceedings for involuntary committing corruption convicts into mental hospitals.
For the purpose of practice, and benefit for both the prosecutor and the defendant; let us use plea bargaining in certain matters like in the case of extraordinary corruption transgressions.
In the eyes of many Nigerians corruption convicts especially those involved in high profile cases appeared dangerous to self and/or dangerous to others therefore should be classified as gravely troubled as in the case of many million dollar or billion naira thieves.
In Nigeria, it should be used to serve the interest of the society by having the convicted big man/woman with stolen billions in the bank, and in the bedroom committed to what could be known as a forensic clinic as in a designated unit in our mental or psychiatric hospital in the prison or within the communities.
Plea bargain as a process could mutually satisfy many of these corruption convicts since going to a mental hospital is far better and of a lighter punishment than getting very long sentence or receiving possible death sentence which many Nigerians are now calling for.
On till the law makers in the National Assembly make plea bargaining part of the law of the land like the Criminal Justice System of Lagos State, let these corruption convicts get the benefit of psychological testing, behavioral therapy, moral modification, and social accountability through plea bargaining.
